This layer may act like a temporary lid. Rain strikes the leaf mat instead of entering the open channel below. Water can then travel across the debris and spill over the front edge even when unused space remains underneath it.
Leaf mats often form near inside corners, below roof valleys, and around gutter hangers. Smaller particles can collect between the leaves and make the mat harder for flowing water to shift.
Pine Needles Create Dense Buildup
Pine needles are narrow, but their shape allows them to interlock. Repeated accumulation can create a woven layer that captures leaf fragments, pollen residue, and roof grit.

Leaves wrap around it, needles collect beneath it, and sediment fills the spaces between them. The resulting blockage may remain in one place during rainfall that would otherwise move loose debris toward a downspout.
Fine Sediment Reduces the Open Flow Path
Not all gutter debris comes from trees. Small roof particles, airborne dust, decomposed leaves, and pollen residue collect along the bottom of a gutter. These fine materials may not be visible from the yard.
Sediment can settle in low areas, narrow the open flow path, and slow water near the bottom. Seeds may sprout in damp organic material, showing that it has remained long enough to hold moisture. Removing only the large leaves can leave this lower layer behind.
